The federal government, while acknowledging its likely impact on climate change, affirms that Canada is a country that does and will continue to consume petroleum-based fuels for heating, transportation and other purposes. Given that, Canada will not unduly restrict it extraction, transportation, processing and consumption of such fuels.
- All laws impacting energy must be applied equally across Canada. Given there is no restriction on East Coast petroleum tankers, the West Coast tanker ban is rescinded.
- Consultation with local groups, First Nations and non-FN, regarding energy projects will occur within a 6 month period in the early stage of any energy project review. Consideration of “traditional” First Nations’ land use will use current land use and lifestyle practices as context. “Oral history” will have a limited role to play in consultations.
- A majority Parliament-Senate declaration of a project’s national interest will prohibit any provincial, municipal or other group lawsuits against the project.
- A gas pipeline to Manitoba’s Hudson Bay shore, an LNG processing plant and port facilities will be the first such energy project.
