- The federal government will launch a project in conjunction with Ballard Power System (and other Canadian hydrogen fuel cell developers, if any) to create replacement power units for large trucks and buses. It is hope this project can deliver commercially-viable power units in 5 years.
- With the final 2 years of the above project, the sales of new heavy trucks and buses is banned.
- The federal government will immediately start the creation of hydrogen extraction facilities and connecting pipelines. Delivery points will be built at major fleet operators’ bases: municipal buses, large inter-provincial transport firms, etc.
- Public “fuel” stations will be connected to the pipeline grid.
- Land expropriation for the extraction facilities and pipelines will be based on modest, below-market prices.
- All new purchase of personal (i.e. non-commercial) cars and trucks with more than 200 horsepower is banned.
- Scheduled airlines flights will attract a “frequent flyer” environment tax. It will start at $100/flight annually and increase by $100 for each subsequent flight, reaching $1,000 for the 10th annual flight; it will remain at $1,000 for the 11th and all subsequent flights in a year. Flights on private jets will attract a $10,000 tax per flight.
- To encourage the use of video conferencing in place of business travel, Canada will build and operate a 5G network in all parts of Canada not serviced by a 4G network of an existing cell service provider. Access to the 5G network will be available at reasonable operating-cost-recovery fees for the first 5 years of operation for non- Bell/Rogers/Telus providers. After the 5th year, the 5G backbone will be available to all Canadian cell service providers at the same rate.
- Municipalities will be encouraged to replace waste landfill sites with incinerators, using largely pollution-free designs.
- All non-refillable/reusable packaging will be banned by the end of 5 years. Beverage containers must be returnable and refillable within 2 years. All plastic wrapping for food and non-food purposes is banned within 2 years. All plastic containers are banned within 3 years.
- These limits will be applied to goods imported into Canada.
