Canada considers that reconciliation must be initiated by the aggrieved party. Having acknowledged and apologized for the harmful actions of past governments, Canada affirms its intent to deny any further guilt/responsibility for those historical actions.
- In order to participate in the election of provincially-based First Nations Senators, First Nations groups must agree, via a provincial referendum, to confirm the absolute supremacy of Canadian law. Further, all outstanding land claims before a court or in negotiation with governments are considered settled as status quo.
- First Nations are considered municipalities with jurisdiction over typical municipal services: police, water, sewage, waste, roads, housing, etc. Education and health should be negotiated with the province.
- The Indian Act is cancelled.
- All-weather roads to remote First Nations will be built by Canada within 5 years and maintained thereafter.
- Operators of energy projects that cross or are adjacent to First Nations territory will be strongly encouraged to engage First Nations groups or organizations in such projects.
- The CBC will be given to First Nations groups for broadcasting in First Nations languages. All radio stations will be transferred within 2 years. All television stations will be transferred within 5 years.
