- The Senate will be replaced with an elected body, each Province electing 3 non-First Nations and 3 First Nations members. Those provincial populations will elect their Senators separately.
- Senators will be elected for 6 years. Elections will be scheduled to avoid overlapping with Parliamentary elections.
- A Senate majority (50% +1) will be required on all money bills.
- The Senate may propose non-money legislation by majority vote. To become law, such a law must be passed by a 70% vote of Parliament.
- Omnibus bills are banned.
